| Birth is irrelevant - it is actually a question of what is written on a piece of paper. If a government applies rather liberal interpretations to definitions then it can be dangerous. And, besides, if you ignore ethnicity then you ignore entire nations whose ancestors hold quite a lot of power (i.e. the Gaels). It is impossible to enforce, and does not unite a nationality. If country of birth is the only way you are allowed to officially identify a person, then the whole thing becomes rather useless. | |
